Victoria the sticking point in Basin Plan negotiations, says SA

The Murray-Darling Basin Plan has been signed into federal law, but now the states have to agree to implement it.
The South Australian Government wants to sign up, but eastern states aren't as forthcoming.
SA Water Minister Paul Caica says Victoria is the main sticking point.
"Our offices and indeed all state offices where working as late as last evening on those issues that have been raised by Victoria to see whether or not we can reach a resolution."
LISTEN UP SOUTH AUSTRALIA, WE WILL NEVER AGREE WITH YOU BECAUSE YOU WANT EVERYTHING YOUR OWN WAY
